This Lugia shows strong overall preservation, with pristine corners and edges, excellent centering, and only light surface blemishes. The main deductions come from a faint back-border scratch and a tiny dust-like speck on the back art.

Centering is strong overall. The front is perfectly balanced left-to-right but sits noticeably higher vertically, while the back is close to even both horizontally and vertically, which is consistent with an excellent but not perfect centering result.
No corner wear was detected on either side, and the corners appear clean enough to justify a top-grade corner result.
No edge wear was detected on the front or back edge-strip scans, and the edges present cleanly enough to support a top-tier result.
Surface quality is very good but not flawless. A short, faint pale scratch is visible on the back bottom navy border, and a tiny dust-like white speck appears in the upper-left back background; both are minor, localized defects that fit an excellent surface grade rather than a perfect one.
