This Haunter promo presents as an exceptionally clean card overall, with excellent centering and no visible corner or edge wear. The only notable issue is a faint back-surface scratch, which slightly affects the surface result.

Measured centering is strong on both sides, with the front and back each staying very close to even left/right and top/bottom balance. The card cleanly supports a top centering result.
Corner scans on the front and back show no corner wear or damage, consistent with a pristine corners result.
Edge-strip scans on both sides reported no edge wear, so the edges present cleanly and support a top result.
The surface has a minor scratch-like line on the back art area in the upper-left background near the Poké Ball, but it is faint and limited in extent. That isolated surface flaw explains a slight reduction while the rest of the card scans cleanly.
Observed
Surface (9.0) is the lowest of the four axes. It's the main thing keeping this card from a higher grade.
The limiting defect is Surface Scratch (minor, back).
Bringing surface up to the level of the next-weakest axis (Centering, 10.0) would be the single biggest improvement available.
