This Piplup presents as a very well-preserved card with excellent centering, clean corners, and a clean surface overall. The only confirmed flaw is a small nick on the front top edge, while strong front glare limited part of the view without revealing additional wear.

Centering is excellent on both sides, with the front measured essentially dead center and the back only very slightly offset but still well within premium tolerance. The measured placement supports a top-tier centering result.
The corners present as clean overall, with only a tiny, ambiguous possible break at the front top-right corner that is not distinct enough to indicate meaningful wear. The remainder of the corners scan clean, consistent with a pristine corner result.

Edge condition is very strong overall, with one small white nick/whitening spot along the front top edge near the right side. That minor localized wear is enough to keep the edges from being flawless, but the rest of the edge scans appear clean.

Strong rainbow glare across the front limited visibility over part of the artwork and text area, but it did not surface any confirmed scratches, dents, creases, print lines, spots, or other wear.
Edges (9.0) is the lowest of the four axes. It's the main thing keeping this card from a higher grade.
The limiting defect is Edge Wear (minor, front).
Bringing edges up to the level of the next-weakest axis (Centering, 10.0) would be the single biggest improvement available.
